'Candy game'
The legal representative, presenting evidence, detailed Ruben's offending to the judicial body.
She explained his those affected were disadvantaged youngsters who were attending a youth camp which he managed.
The man engaged in a "sweet game" with the children, the prosecutor said, in which he would enter the sleeping quarters when they were preparing to sleep and ask them to ingest treats "as quickly as they can".
She told the court the man had engaged in this activity with the young males "repeatedly", and youngsters had earlier experienced illness the subsequent day.
She explained Ruben had been successful in rationalizing this for many years as the children being "overwrought by enjoyment", until his stepchild had concerns in recently.
The prosecutor continued: "This year his family member had suspicions about what was going on, for good reason.
"They resolved" to examine in the defendant's belongings."
The prosecutor said items including lubricant, Vaseline and injection devices were found, and his stepchild alerted the police about his worries.
She said the man proceeded to play the "treat game" with six youngsters that night - Saturday 26 July - and they were all sick the following morning.
"Authorities" had not arrived by that point," she continued.
The oversight body, the police conduct office, previously told that it was reviewing the police response of the incident.
Mrs Prior stated the children were struggling to walk due to being ill, so the stepson notified the police a second time.
She stated the defendant then engaged in the "treat game" in a room of five minors.
